On July 31st, 2013 the Orioles traded OF L.J. Hoes, LHP Josh Hader, and their 2014 competitive balance draft pick to the Astros for RHP Bud Norris. Norris is predicted as of now to be in the Orioles 2014 starting rotation. I had not thought much of Norris or his place on the team until I read this (NSFW language).  I believe Norris would be better out of the pen, but the Orioles do not appear to be ready to sign two starting pitchers to fill out their rotation (they have to sign at least one first).  I was however, fine with him being placed in the rotation. However, that article opened my eyes to Norris’ struggles with the Orioles that I had somehow forgotten. I delved further into the numbers to see if anything else can be said about Norris from his limited time with the Orioles.

I used Norris’ second half numbers for this article. It is not perfect, because he made two of those starts with the Astros, but it is much easier to compare his stats to the rest of the league. Norris pitched to an ERA of 5.10 in the second half of 2013, good for the 115th worst ERA among starting pitchers with at least 50IP in the second half. For the peripheral statistics crowd, he finished 105th in Field Independent Pitching (FIP), and 79th in Expected FIP (xFIP).  Norris did not produce great results for the Orioles. I broke down Norris and his numbers into the Good, the Bad, and the Ugly to figure out why.

The Good

Norris struck out a lot more people in the second half than in the first, his K% jumped over 6% in the second half to 22.9% good for 29th out of 130 starting pitchers.  His K/9 in the second half was 9.3, good for 12th in the MLB. Striking out people is the optimal way to get someone out because it is always an out, so strikeouts are good thing. Also, his Infield Flyball Percentage (IFFB%)—a good indicator of producing weak contact—jumped in the second half by 8% to 16%, good for 8th  highest in the second half. While a small sample size for IFFB%, he did produce some weaker contact in the second half. His GB% and FB% remained relatively the same.

Also, Norris had a relatively high BAPIP all year long, and it went up 22 points in the second half to .348 good for 8th highest in the majors among starters in the second half. This indicates a possibility of some bad luck for Norris that manifested itself in the second half rather than the first half. Although, his Line Drive rate was relatively high all year and it went up in the second half, so he gave up some solid contact as well.

The Bad

Norris walks way too many batters. His walk rate and BB/9 both increased in the second half as well. He posted the 13th highest BB% and the 10th highest BB/9 among starters in the second half.  Also, Norris doesn’t go particularly deep into games and especially did not with the Orioles. He only threw 62IP good for an average of 5.2IP per game started in the second half.  Also, his HR/FB rate jumped almost 7% in the second half to 12.9% good for 25th highest out of 130 starters.

He strikes out a lot of batters and walks a lot of batters so he ends up throwing too many pitches and chases himself out of the game early. Not only that, the homeruns on top of the walks leads to Norris giving up chunks of runs which is what most likely caused his high second half ERA.

The Ugly

The worst part of Norris’ game by far is his crazy awful splits against lefties. Being a right-handed pitcher, one would assume a slight disadvantage for Norris against lefties, but he is very lopsided. To keep it simple, right handed batters hit a .284 wOBA against Norris (a very solid number for a pitcher) while left handed batters hit a .387 wOBA against Norris. For some context, a .387 wOBA is the same number Freddie Freeman posted last season. That number was good for 13th highest in the majors. He is objectively horrifyingly awful against lefties. This makes it very hard for him to start, because teams can stack the lefties against him and Norris appears to have very little to battle them back with in his arsenal. This is far and away the weakest part of Norris’ game.

The Conclusion

In conclusion, Norris has some upside, but has some major flaws as well. He basically put up 2012 starter Tommy Hunter numbers as an Oriole last year. He got there in a different way, but at the end of the day bad splits and high homerun rates are the doom of each pitcher as a starter. The only way Bud Norris improves in 2014 is he develops a pitch to get lefties out at a greatly higher rate and figures out how to walk less people. He can still give up homeruns and be an effective pitcher, think Chris Tillman, but he cannot let people on base for free and must get lefties out if he is going to give up homeruns.

All that being said, the expectations for Bud Norris should not be very high. He likely is who he is at this point. He’ll be decent, but not spectacular. He probably will not win the Orioles many games and he may cost them some. However, anything can change. The Orioles have a new pitching and bullpen coach this year and maybe a new set of eyes can fix what ails Bud Norris. That is always the best thing about baseball, you will just have to wait and see.

This is a breakdown of the players being sent to Arizona for the fall league. These highlight the player, their strengths, and my thoughts on what they need to improve upon to take their game to the next level.

Clayton Schrader

He is a power pitcher with a heavy fastball that ranges 93-96 mph with nice movement and good deception. Clayton flashes a nasty slider with 10/5 tilt, showing solid bite. The pitch gets a bit too much spin and has a life of its own at times. He takes a little off and reaches back with everything, so the slight little deception keeps hitters honest; his angle and quirks in the delivery make it tough to pick up at times. He has a stand tall delivery and leaves the ball riding high at times. His next step is continuing to extend the follow through and allow the ball to sit lower in the zone. His pitches are ready and he has a good enough two pitch combination to sit in the 7th or 8th inning right now. He simply needs to work to improve his control and command. If he can refine the release point and work downhill, he could be a name in the cards for the Orioles in 2013.

Mike Belfiore

Mike is a LHP with the slot and stuff that should be able to get out both sides of the plate, but really tough on left handed hitters. His fastball is from a higher 3/4 slot and really dances in on the hands with late lateral action glove side. He sits mainly 90-92 mph, but can rear back hitting 93-94 mph with a little less movement and feel to locate. The slider works well as a sweep pitch against the lefties, and he tends to back door it to the right handed guys. I would like to see him use that above average offering to work the right side of the plate a bit better. His change up is good enough to play and should be used as another offering that could continue to wreak havoc with left handed hitters. His next hurdle is to tighten the command of the fastball and change up, as he can get out of synchronization and the result is a bit flat and a touch north of where I think the Orioles want to see it. At worst, he could be a solid LOOGY next season, but a touch improvement in the offering and location could see him be a solid inning eater out of the bullpen, expanding his versatility to the parent club.

Mike Wright

I touched on Mike Wright earlier this season (Scouting Report) and his arsenal has taken a huge step in the right direction. I think the slider will be a solid swing and miss offering, just he is deemphasizing the offering to build upon his change up and improving the command on the fastball. I saw the curve progression in his first full season of using the pitch. It has moments where it flashes, but re-enforcement of the offering must continue to show the plus potential down the road. His arsenal and command are pretty much set,  although both can always show marked improvements as no one is perfect. I think the biggest hurdle is consistency. I think continuing to blend efficiency and knockout ability will allow him to have an easier workload for 6/7 innings. I do feel he has No. 2 – No. 3 type of potential and is transitioning into a pitcher. This fall will be a good test for him, as there are a handful of solid hitters on each team. It is a chance to increase his workload against some of the best competition he has seen to date.

Brian Ward

I have touched several times about his above average ability behind the dish. He has the makeup to be a sound defensive backstop; I rarely run across a pitcher that fails to say a bad thing about how he calls a game. His setup and footwork is sound and his adjustments make life easy on a pitcher. He has a solid transition and quick release to consistently pop 1.79 – 1.82, which is something to hold your hat on as a catcher. After watching him a few times this summer, his timing is just slightly off, his numbers should be a bit better. He is seeing the ball well, but that 50 game suspension put him behind the development 8-ball this summer. He has a decent stick and enough so to be a serviceable backup catcher. This is the area of the game where any improvements will help his chances being considered for the Orioles. If he can simply maintain serviceable contact, he has the surprising pop that could help it play up. He is set as the Taxi Squad player, limiting his game action, but being at the park everyday and working on his craft can only help seeing the time he missed this spring. He is subjected to the rule 5 and a solid fall showing to a new set of eyes could get him claimed as a backup catcher option for many teams, as teams can always use catchers and pitchers finding them under every rock.

Jonathan Schoop

The kid simply has power in bunches. It comes off in a hurry, routinely displaying over 100 mph off the bat, which easily rates 6/7. His arm is one of the best in the system. I once watched him take a relay with the runner 3/4 to third base and still shoot a frozen rope beating him by two steps. The arm grades out to a clean 7. He has been aggressively pushed by the Orioles and is always one of the youngest hitters in his league. This aggression has constantly placed him against a better class of pitchers, who have improved command and secondary offerings. Jon has seen ups and downs, riding hot hands at times. It is not a question of bat speed for his contact, it is plate awareness and pitch recognition. He is getting fed a heaping dose of change ups from right handed hitters and there is a hole in the swing that will have to be ironed out. He also can get a bit pull happy, leaving him susceptible to low/away. He has that power, and there is no reason to think his contact can’t at least be average. I think it can be better. He must use this time to work on staying back; he is a dead fastball hitter with good barrel awareness at times, but he must improve his ability to ride with the offerings and go with the pitch. The extra work and extra at bat against a solid class of pitching should continue to allow his offensive game to blossom.

L.J. Hoes

Having touched on Hoes earlier in the week, I will simply say that he has improved his contact a great deal over the last two years. Clearly it has the ability to be above average, with the natural fast twitch ability to push plus. He is a jack of all trades defender that needs to improve his craft in LF. This is a bit of a litmus test for Hoes in October. He is on the edge of the 40 man roster and the Orioles could be on the fence about adding him. He could display some surprising power in Arizona because the ball jumps off the bats in some of those stadiums in the fall. Either way, he has to build on his baseline skill set and show the Orioles they should add him into their long term plans. I think he could have a surprising eye popping showcase. If the Orioles do not add him, there will be a few teams that will and these few weeks will solidify that statement.

Chris Petrini

Chris is a guy that has had his share of problems staying healthy. In 2007 he had a UCL tear that required Tommy John Surgery and in 2010 he tore a ligament in his foot. Ultimately, it left him as an UDFA and a pitcher that has always sat under the radar. Two years removed from any injury and he has shed a good deal of weight. He has a solid two mix pitch with a upper 80s fastball that can sneak north from time to time, but has a good deal of movement hand side that makes it tough for left handed hitters to square up. He can get right-handed hitters chasing at times. He has a nice bread and butter change up that ranges upper 70s,  and even flashes lower readings at times. The pitch shows solid deception playing well of the FB,  and has good fade that plays up well off the lateral moving FB. He has a curve in his pocket, but it is not really a factor on a major league level than just a show me grade. What I really like is that he is strictly about balance, and takes a bit off here and there. He works well at setting hitters up, allowing the fringe arsenal play up. He is getting some great exposure, and you never know if he could factor as a LOOGY in some way down the road.

There are plenty of places where you can find the specification of the Rule 5 process. The basic outline of the plan was intended for players to find additional avenues to reach the majors, when a team limits the chances of a player making the parent club. There are three basic principles that make minor league players subjected to this process.

Major League Phase:

1. The minor league player is left unprotected off the the 40 man roster as of November 20th when the roster has to be submitted to the Major league front office.
2. Left unprotected and 4 years of MilB service at age 19 or older. This is typically JC and 4 year college drafted players.
3. Left unprotected and 5 years of MilB service at age 16-18 years. These are typically international free agents and drafted high school seniors.

Minor League Phase:

In addition to the qualification rules of the major league phase, teams can protect 38 players on their AAA roster and 37 players AA.

All teams do a solid job identifying their best prospects and stash away the top 75 players. Usually, it is pitching that is selected at the AAA and AA phases to help with depth.

Below is a list of the higher profile minor league Orioles that could be subjected to their 1st waiver process, if not protected by the Orioles on the 40 man roster before November 20th. I think all fit within the top 75 prospects and should not be subjected to the AAA or AA phase, but stranger things have happened.

L.J. Hoes

Hoes was always a tool driven prospect that could hit, good glove, good enough not to be a clogger on the base paths. He could not find a home on the field and the defensive focus was holding back any growth with the bat. He spent his first three season up and down, hot and cold. It was not until working with Denny Hocking that I started to see the hip/torso separation in his game and the bat trending North. He is an above average contact hitter that may find a power stroke later in his development. I see the path and extension that could get it to slightly below average, who knows if he ends up 10 pounds heavier 27-30 years old. He is isolated to the outfield, really not enough arm to play in RF. His range and glove hold their own in left and there is a chance for high contact rate with the bat. If the contact stays high and he plays sound defense, he could be an tick above replacement level. He could be an everyday, really solid 4th outfielder who could hit off the bench.

Seeing the improvements this season, almost plus contact rate, and bat speed that has ability, I think the Orioles end up protecting him. It could be between him and Avery, with Avery providing speed that is always useful on the bench. If exposed, he is that player teams take a flier on with one tool and versatility in the field. While not a regular, he could play 3B, RF, CF in a pinch. He will Surely be on the AAA list, so strictly subjected to MLB phase.

Bobby Bundy

Bobby always impressed me with his mentality on the hill. He has a good no quit type of game in him. He should be a heavy innings-eater pitcher that could live off his FB, CH, CB. He had a minor bone spur injury this summer. After surgery to shave down the bone growth irritation, Bobby is currently rehabbing the injury in Sarasota. The issue could have been a major factor in his command of the fastball and curve, which has seemed to be his kicker the last two seasons. When Bobby Bundy Scouting Reporton his game, the curve is a knockout pitch, and there is very deceptive action between the fastball and change up. The action on the change up is good enough now that it is an effective offering at the major league level. At his best, he can ride it low and often. The hope is the bone spur was the main issue why his pitches rode high often. I see a pitcher that could sit 3-4 in the rotation and get ground balls in bunches. He will be worth monitoring because if his command comes back in the spring, he could be a factor in the rotation or bullpen with the Orioles.

Teams may be slightly scared to take an arm that is coming off surgery, but most know bone spurs are not something that throws up red flags, more open ended questions. He is that player who could flourish in a bullpen and teams could use an arm that may read 94-95 mph in one inning stints with a knockout curve. Teams may be tempted if they know Bobby is completely healthy,  and he could be the type teams are willing to take a risk on if left unprotected. He will surely be on AAA list, so strictly subjected to MLB phase.

Ashur Tolliver

Power left handed pitcher, check. Ability to get out left handed batters, check. If not for a UCL injury that required Tommy John Surgery, he would easily have been a candidate as a left handed pitcher in the Orioles bullpen this season. Tolliver has an impressive arm for his size  and is very strong. However, the delivery placed a good deal of torque on his arm. He is currently in Sarasota rehabbing his elbow and all signs is that he should be an arm to watch out. His speed and ability to keep it low inducing high ground balls will always be in high demand.

I would be shocked if he were left unprotected in the AAA or AA phase, as left handed pitchers that can touch 96 mph do not know on trees. He is also the type of player that a team in need of a LOOGY could take a shot in the dark at. He needs to be brought back slowly in 2013, so I do not think he gets selected and could be a factor in the Orioles at some stage later next season. I think he will be reserved on one of the minor league lists, but he would surely be selected if not protected.

Ryan Berry

Another player who had trouble staying healthy. He has faced multiple arm issues since his days with the Rice Owls. He has seen cysts, tendinitis, and a number of minor hiccups with the shoulder as a professional. Berry is mainly a two pitch guy with a low 90s fastball and solid 11/7 curve, and he is showcasing mainly as a back of the bullpen arm. He has decent deception, shows an arsenal that gets out both sides effectively,  and can command the ball well enough to be an effective 6th-7th inning reliever.

I do not think the Orioles will protected him on the 40, but likely place him on the 38 man AAA roster. He is another type that could be selected in Rule 5. He has shown that he can reach back for 92 mph and locate it well in the zone. He can keep it on the ground and miss bats, which comes in high demand for teams taking a flyer on 7th man in the bullpen. I think he will be reserved on one of the minor league lists, but he would surely be selected if not protected on the AAA or AA rosters.

Tyler Townsend

Talk about a lot of promise that has been derailed time after time with injuries. At one point, I thought he was a slight steal of a player that could produce enough offense to stay at 1B in a first division program. He has the size and power. Adding the loft in the swing power will always be a factor that he would bring to the table. His power was not reaching plus-plus, but would be considered above average at this time. He has missed a great deal of at bats, which will hurt an already growing concern with contact. His swing can get long at times and there may be a concern that contact could be maintained high enough for the power to factor, limited exposure has not allowed him the chance to refine and grow his approach.

Power is always a need for teams. They want to look at guys that can fill a role, mostly bullpen, but power bat off the bench rates up. The Orioles are likely going to leave him unprotected on the 40 man roster, but protect him on the minor league list. I do not see a team taking the chance on the major league phase because he needs more time developing. He will be reserved on one of the minor league lists, so strictly subjected to MLB phase.

Aaron Baker

Big powerful thunder stick, arguably the best power bat in the Orioles system. He is simply a masher, and if he gets a hold of the offering it is surely out of any ball park. His contact and approach has some stuff left to improve upon, in order to let that power flourish. He has compacted and shortened the stroke, showing better two strike disciplined approach, but both have a long way to go reaching enough contact to showcase the power in his game as he moves closer to the parent club. He hit the injury bug over a month ago with a strained oblique. Surgery looks to be avoided, but this will be worth monitoring into next season.

You cannot teach power or speed. They resimply something you are born with and why teams try to find both while uncovering every rock known to man. I would never rule out a team taking a chance with the huge power ceiling he possesses. It is one of the risks teams prefer taking in the Rule 5. I think he will be placed on the reserve lists and teams will not have a chance to add his power to the depths of their minor league development.

Jesse Beal

Jesse Beal

Any time a pitcher can come back and return to form from shoulder labrum surgery, it is considered a success. He was a pitcher that always lived with good command and control of the fastball. He has seen a touch of improved velocity and  was able to sustain the velocity in his 2-3 inning outings. The curve has maintained good depth to be an effective offering, but mainly he was mostly showing the fastball in relief. Even in limited exposure and working basically off one pitch sometimes, he showed some quality efforts. I caught him in the middle of the season, he was simply a ground ball machine.

His role may be better suited as a middle reliever type. He could vastly improve his size with his frame, and all would really help push him up the ladder. He has not been truly tested above low A, and is the type of pitcher that could be selected in the latter phases of the draft to fit into another system. Each team has a protected list and he has too much talent to be exposed. There is a very slim chance that he is left up protected on both the AAA and AA lists. If he does not get placed on either MiLB reserve list, he will almost surely get selected in the minor league phase.

Brenden Webb

Webb’s Major strength to his game has always been his arm. It has solid carry and is one of the best in the system. He has solid speed that shows him as a versatile defender. The patience at the plate has greatly improved, but it requires additional work as he is moving to a higher class of pitching with better quality of the breaking ball. Webb’s deception on the change up is improving. He tends to get a bit long and his drifting hand load could pose difficulties as he progresses. His overall approach has improved and he has the bat speed where more compaction could drastically help his offensive game; rounding him out to a higher prospect. He shows pop when he gets a hold of it and the ball sounds great in BP. There has been progress this season and he has the hands, and natural athletic ability to mark him as a solid track & follow prospect. With his skill set and the tools he brings to the table, he is one of the top 50 prospects in the Orioles system and should be protected either with the AAA or AA roster.

This is simply me talking. I would have to guess that he has low 90’s mph carry in the outfield and with instruction he could be a 93-94 mph pitcher with the fastball, maybe more. He has a ton of arm strength and if the position player path starts to fade, he could give pitching a try.

Tyler Kelly

He is proof that hard work and determination can at least get you on the radar and into the big picture. Not everyone works on the same timetable and others blossom later in their careers. I am not seeing much difference in his stroke, but boy it is night and day on his plate awareness and patience. The game has slowed down, and he has a solid compact approach with adequate bat speed. His path is more contact driven. He has always been a sound, bring your lunch pale to work type of defender. He will not wow you, but he has some surprising agility and overall athletic ability. He has more than enough in the tank to stick at 2B, and could be a very useful utility player who I could see at 3B,  and even SS in a pinch (if needed). I cannot see a way the Orioles do not protect him, even if there are others that provide more “upside”. Kelly has done nothing but produce. These are the types that may get over matched on the parent club, but I have seen worse off at least provide a cup of coffee level production to a parent club.
