Impossible to say that's a result of team-specific development, rather than just bad luck, or a system of selecting players prone to injury, or just pitchers being pitchers.

How disproportionate are they? I've never seen any sort of breakdown demonstrating Orioles pitching prospects have a statistically significant tendency to arm injuries. It sounds like you're taking a simple anecdote ('it sure seems like O's pitchers get hurt a lot'), and presuming it's a statistically valid trend.

And even if there is a demonstrable increase in injuries among Orioles pitchers, that still doesn't mean you can clearly say it's a result of development. Correlation is not causation. You can't just look at the amount of injuries and presume the O's are developing their pitchers badly. Maybe the team's scouting department chooses high-upside pitchers with a possible injury in the future more often than other teams (making the issue one with scouting, not development). Maybe they don't adequately vet a player's work ethic (once again, putting the issue on scouting). Maybe it's just bad luck (that also exists).

He did, and then the player development guys rushed them to Baltimore before they were ready. It's an old, sad story.
