He's really the only enticing foreign market player, so the International Cap doesn't factor as much. The only concerns for me would be 1- Having to deal with Bore-A$$ as his agent, and 2- The Korean leagues are not nearly as good as the Japanese so he hasn't faced top competition.
Having said that, he's burly and durable. He's a lefty. He has a 4 pitch mix with decent command. He will certainly be given a shot as a starter. There will likely be a posting war with the Cubs, Rangers, and others in the mix.
