There are ways to circumvent both the draft and international free agency. DD is a smart man and made some quality additions in Gary and Danny. They should be able to hammer out the first few rounds. They were able to keep some of the better scouts on hand, so the back end should find a few pieces of rough stones.
I would not worry about it too much. It is an approach that would not go too far against the grain of the last few draft classes the Orioles have done anyway.
Remember this number is tied to round 1 to 10. Round 11 and every slot after can be signed for 100k or less. Depending on the amount of players signed, it can drive that 6.8 million in the low 8.0 million number with ease.
