There is a lot of comment about how teams dealt with the new system this year, including a Scott Boras rant in USA Today, but it seems that a lot of highly ranked players were drafted in Round 11, as sort of a new overslot strategy. (Explaining this is not easy.)
Anyway, the scout here seems to like Rendell as a highly projectable high school lefty, who once struck out 20 in a game.
I wonder if he was the Orioles' version of that new strategy?
