Caps on international talent do not take into effect until July 2, 2012.
The Orioles or any team in MLB can sign players from Japan, Korea, Taiwan, Dominican Republic, Cuban defectors, etc... at any price, any age as long as were cleared to be signed by the July 2, 2011 timeline and 16 years of age within the parameters of that international signing date.
Edit: Japan rules protect amateurism and it is a tough cookie to crack signing guys outside the framework placed by NPB. Someone could slip through the cracks, but they have to wait until draft, etc... or it is a game of cat & mouse until IFA sets years of service in NPB.
